The Grossmont-Cuyamaca Community College District is a California community college district comprising two colleges, Grossmont College and Cuyamaca College that serve about 28,000 students a year. Grossmont College is located in El Cajon, California and Cuyamaca College is located in Rancho San Diego, California, and primarily serves East San Diego and East County communities.

Governing Board Trustees

Bill Garrett

Serving on the Governing Board since 2004 and elected in 2006, Bill Garrett is 2015 Board President. The former El Cajon city manager and president of the Cuyamaca College Foundation has also served as a member of the college district's Citizens Bond Oversight Committee.

Edwin Ramon Hiel

Mr. Hiel was elected to the Governing Board in 2010. His experience with community colleges began as a Grossmont College student. He was an adjunct counselor and instructor at Cuyamaca College from 1999 to 2002, a counselor for international students at Grossmont College from 2000 to 2004, and is now a counselor/associate professor at San Diego City College. He lived many years in Latin America while working in international agricultural development. His wife and son are from Ecuador.

Greg Barr

First elected in 2006, Mr. Barr is the 2015 board clerk. He is a former teacher and twice elected teacher association president, received the California Teachers Association WHO Award. As a member of three accreditation teams, he participated in evaluating continuation high schools.

He is retired after spending 30 years as a high school history teacher and four years coordinating the training of teachers and staff in computer applications.

Debbie Justeson

Debbie Justeson, who was elected to the Governing Board in 2010, has been in the field of education for 25 years. She has been a part-time math instructor at Grossmont and Cuyamaca colleges for 11 years, and received the Excellence in Teaching Award in 2003 and 2007. She has presented at several math conferences nationwide and as an adjunct faculty member, has been actively involved in campus committees and teachers' associations. She also teaches for the Department of Teacher Education at San Diego State University.

Mary Kay Rosinski

Mary Kay Rosinski was elected to the Board in 2008, and is the 2015 board vice president. Ms. Rosinski was nominated for Teacher of the Year for the National School District where she is employed as a special education teacher. She is a recipient of the Anita Snow Memorial Scholarship for achievements in Special Education.

Ms. Rosinski served two terms as her teacher's association president and has chaired a number of committees, including Peer Assistance and Review and the Rolling Readers Program.

Evan Esparza, Cuyamaca College Student Trustee

Evan Esparza is a political science major at Cuyamaca College. As a student trustee, he wants to encourage more student engagement at the colleges. The 2014 graduate of Steele Canyon High School served as an Associated Student Government of Cuyamaca College member, and was selected for the Associated Student Government Emerging Leaders Program. He wants to transfer to a four-year university and envisions a future in politics.

Zack Gianino, Grossmont College Student Trustee

Zack Gianino was a political science major at Grossmont College who then transferred to University of California, San Diego to pursue a political science degree, with an emphasis in International Relations. He has now graduated in 2017 and plans to run for local, state, and federal offices. Zack Gianino plans to pursue his career as an American Diplomat; working for the US State Department.
